Expiration Policies and Disposition Workflows
You can apply these across Content Types or specific Lists and Libraries and allow you to specify a dynamic "expiration date" (e.g. 6 months after it was last modified?)
The actions you can take could be deleting the item or starting a new Workflow. The "disposition workflow" is specifically designed to allow you to ask the content owner whether their "expired" content should be deleted or not.
You can also apply expiration policies to whole sites. If dormant for a certain period of time, they can be automatically deleted.
Whatever route you take, make sure it is communicated properly to your user base and well documented in your governance plan.
