What is the ideal environment for using Agile methods?

I would say some hybrid approach of CMMI methods, with some elements of lean, agile, and traditional PMI type project management.
But all of these various flavors and methods are more dependent on the PM and team than the methodology.

I'm not so sure it is environment as much as it is team composition and leadership. This is becoming clearer to me as I do more and more projects and see different approaches to implementations. Lean, agile, waterfall, etc., etc., etc.
However there is an environment where agile can work and where it doesn't work so well. Where it can work is when you can break down discrete chunks of work into short manageable "bites" These manageable chunks of effort have to be able to be completed as well. Otherwise it just doesn't work so well...
So on large, complex projects, such as ERP implementations Agile methods won't work well. However for small discrete components of an ERP project, like around any custom development or small "work packages" it might work well and I have successfully employed some agile methods in the past. It just doesn't scale up well when there are many project dependencies. The more inter-dependencies created by the work package the more difficult it is to apply agile methods.
