it is the rule prposed by federal reserve to ristrict the banks of usa form some kind of speculating investments that will not benifit their customers
This proposed rule would prohibit banks from gambling with their depositors' money. Because of the strength of the banking lobby, it's doubtful that the rule would be enforced.
