I would say that Colo is the best way to get control of your DC growth. This allows you to easily put an operational cost to every rack of equipment that is added or removed so you can more easily perform internal charge back. Colo also gives you the flexibility to use your existing hardware as well as you could implement your own private cloud.

There is a whole lot of "it depends" associated with this question.
If you run very efficient operations, then there probably isn't a lot of opportunity for consolidation, since those efficiencies have probably already been squeezed out. If your operations have not been very efficient, then some degree of consolidation is usually pretty easy to do.
If you have more than 100 servers, you may get a better deal with a co-lo than you can in the cloud.
If you have less than 100 servers, you probably would get a better deal in growing with a Cloud provider.
Finally, there's nothing to say you can't do all 3 simultaneously. They are certainly not mutually exclusive in any way.
