What should every company with a cloud-based model ask themselves to make sure they're getting significant ROI?

Shouldn't every company make some sort of cost/benefit analysis prior to spending or investing funds in any venture? And shouldn't they track the spend and the results to ensure that whatever goal they set out to achieve is actually achieved?

ROI, in a monetary sense, is not the only reason to pursue a business solution. Investments can be made for regulatory purposes, to improve security, to increase flexibility and agility, to get something to market faster, to minimize some aspect of business risk, to quickly enter a new market, etc.

Whatever the reason for doing so, it is important if the reasoning is well documented, and some basic, but key metrics are put in place to ensure that the goals of the investment are achieved within the proposed timeframes.

This is true for cloud investments as well as for any other investment an organization intends to make.
