I'm not sure it can. I've seen several companies implement social media strategies and often wonder why they bother - the media's not secure enough to communicate anything confidential, so it ends up being used to communicate "fluff" instead.
Initially large numbers of people sign up to Facebook groups and Twitter feeds, but in the long run these channels seem to end up ignored and end up looking like a lonely place for internal "communications" teams to hide out in when they've got nothing better to do.
