This question is pretty broad. :) Recruitment has many angles, as you no doubt know, and only some of those angles are directly tied to the hiring process. Additionally, qualified IT people come with a variety of skills and aspirations. There are some who want to interact with the business side, there are others who are more of the back-office types, there are those who are project focused, and there are those who are task driven. Most of all, they want an organization with strong senior management that knows what it is about.

To help them make a decision, and to ensure that your organization gets the right people, you have to make it clear what your organization does, what it wants to accomplish, and what it values. You have to be willing to reach out to people through variety of mechanisms, including industry trade shows, trade magazines, and social media. And the message must be consistent across all channels.

Referrals from existing employees are a good way to get solid candidates into your pipeline. If you've hired good people, then they'll know good people and be willing to invite them to work in your organization. Aligning your organization with one or two good recruiters is another way to reach out and attract good IT employees.

Lastly, make use of social media to not only market your organization and its accomplishments/goals, but to see who is out there that you could bring into your company to achieve those goals.

Even in today's economy, IT people aren't trying to work round the clock for little or no recognition or compensation. People are willing to work hard in an environment that is challenging and rewarding, and they will hear about how you treat your employees.

Treat your existing employees well, and they'll recommend others, blog about the cool things they are doing, and you'll also generate a fair amount of buzz in your industry -- all of which will lead to the influx of motivated, qualified IT employees. (This is largely true for other departments as well, btw)
