My business is considering a HR system, but we're not sure where to start. What are some of the most popular solutions?

Popularity depends on the size of organisation and the specific needs for the business. Oracle HRMS is becoming popular in large organisations with a need to share data with other Oracle platforms for example, but it's not something I'd recommend to a medium sized organisation with a small budget.
As with all software sourcing, the best thing to do is to decide what you need from a system before you start looking.
Once you have this list, you can then contact a series of vendors and ask them how they would meet your needs, don't be shy at this stage a quick google search can lead you to a fairly reasonable list of vendors, contact a good few.
Then do a quick elimination exercise, let them come and present to you, at least those who didn't eliminate themselves by delivering poor data in response to your initial query.
Cull all those who don't feel right or clearly can't meet your needs after the presentation, which should leave 2 or 3 vendors.
Then do some in depth investigation, talk to satisfied clients, go and see how these clients have implemented, talk about after sales support, teething problems etc. and then choose the right vendor for you.
Here are a few that I've recommended and implemented with clients that have worked well depending on what you're looking for (web-based or no? Include Performance Managment/Training or no? Payroll or no? etc...) This is assuming that you are with a small/midsize company (assumed this because you don't have a system in place currently.) These are in no particular order:
1) Sage ABRA 2) Zoho People 3) Spectrum IVantage 4) Stratex
There are also resources available through most Payroll Providers; however beware of the add-on costs and lack of or price of customization options available--the costs can definitely add up and it can make leaving them VERY painful.

Depending on your budget and organisation size, Cloud based solutions can offer the greatest flexibility and value. The ability to quickly up- or down-scale resources as requirements dictate, and the low start up costs of switching to cloud applications can be attractive too.
Systems like SAP, while undoubtedly powerful, require high (up to millions of dollars) initial start up costs, and can be labour intensive in terms of maintenance and upgrades. Cloud solutions can be used like other utilities: you pay for what you use.

Although not 100% a HR system, Jouzz.com is a social networking system with HR capabilities that can serve as a complement to many of the systems mentioned in the other answers.
It has a number of useful functions for keeping track of and discovering experts and work relations within an organization, keeping HR documents and records, controlling salary+benefits budgets, etc.

Flexibility is the key requirement, don’t lock your company into a system that dictates which HR processes you must use. The best solutions fit around how you currently manage your HR requirement and build from there. They must have the flexibility to deal with change and scalability to deal with growth. These features should come without the need for expensive consultation charges and ideally have a level of uncomplicated self configuration.
