When is it appropriate to hire an independent rep for a magazine or website?

During hard times? During good? When you have a new, untested territory and are unsure you should make the commitment to hire someone on salary? I'd also be interested to know how to compensate such a rep.

Since you use the term "Independent Rep" this seems to fall in the contractor, agent, or limited partner category rather than employer/employee. When is anytime you feel you will benefit from doing so and can find one ore more prospective reps willing to do the task.
Define the exact tasks and conditions along with an initial offer of salary (with reasons on how it was computed) and allow the other party to look it over and make a counter offer (which addresses something you overlooked or did not know). Then negotiate on the terms and salary until both agree it is fair and mutually beneficial.
