I don't think it's a good idea to let members manage the group. It will be a free for all and potentially expose sensitive information to the wrong people.
Unless it's a very mature audience on a site that's mostly social with low business risk, I think it's better to have the Site Owners keep control of who gets added and removed.
One would need to make real sure all the members have been properly trained in understanding the risks of that type of access if it is to be granted.
