Social media can be effective for marketing a virtual event however, what is most important, is that you understand the audience you are trying to reach, where they are and how they want to be reached. Once you have identified those elements, you can map the social media that will be most effective for promotions and conversation around your event. Social media can be used for promotion from pre to post-event and promotion is not limited to what you announce on your behalf - get your speakers, sponsors and registrants involved so it extends to a greater network and utilize social media, such as Twitter, to foster conversation around the event content.
When? - always.
Why? - because Virtual Events should themselves be Social Media experiences.
How? - methodically - I think too much social media marketing is despatched in a noise-making way. There should be a clear but flexible timeline of activity. I would personally not put the platforms at the centre of your strategy. Put the target groups and stakeholders at the centre and work out from there using whichever platforms make most sense by audience profile.
