I think it depends on the size of the company, but if the company has more than 100 employees, payroll should definitely be in HR.
I agree. I think payroll belongs in HR because it encompasses much more than financial accounting (adding and removing employees, processing overtime, etc). Of course there will be some overlap once HR passes its numbers to accounting, but the bulk of the duties lie in HR.
