I can't let a short answer like that stand! :-) While India is the largest IT outsourcing country there are many choices and many factors. Total price is first but that assumes that projects will be completed on time and meet specifications. Other regions to consider:
Eastern Europe. Romania, Russia, Latvia, Estonia, and Finland have a great number of engineers that are very good programmers.
Bolivia. Yes, Bolivia. Brazil as well.
Ireland. Known for its call centers (gotta love that accent!)
New Brunswick. Lots of unemployed IT people in the Canadian North East.
The US. Thanks to guru.com and other sites there are thousands of freelancers willing to work on a project basis. Keep that in mind.
