Which vendors offer a service that guarantees a live conversation?
I'm not sure what to call this service, but I'm curious to know if there are any vendors that offer an inside sales-type tool that guarantees their client a live conversation? Something like a "hot transfer"? If so, what is the term to describe these types of tools and which vendors provide the service?

I think you might be looking for a service like ConnectAndSell. I've not used it myself, but as I understand it, you provide them who you're looking to connect with, set aside time to accept calls, and they'll attempt to reach your audience and when someone live comes on the line, they'll tranfer the call to you.
If you know who you need to connect with, but don't have the time or cycles to spend getting them on the phone, it seems to be a great solution. However, if you need to do more exploration on the accounts and or contact roles/responsibilities, a lead generation vendor/partner can help you to call into the designated accounts, uncover critical detail and pre-qualify based on your criteria, and then either transfer a call or set an appointment for you.

I use Skype. It's versatile & free.
If you have a camera on your computer, you can see the person you're talking to. This is a great way to develop a business relationship. It's a fantastic way to communicate!!!
If you don't have a camera, you can still talk to someone & you're not limited to areas within your phone service. This is worldwide.
You can also text & send files & photos with Skype. It answers all my needs.

Players in that industry typically call themselves "lead generation" or "demand generation" companies, though many of them offer other services as well.
Two that come to mind are Greenleads and Leadspark, both operate out of Boston area. I don't know much about Leadspark but Greenleads CEO @damphoux is a prolific Focus expert in the area of demand generation.
How about using referrals as the most effective sales technique to have a live conversation? Get referrals with an introduction, and you are guaranteed a live conversation. It's simple, it works, and it doesn't cost a penny.
