Who actually conducts nondiscrimination tests for self-insured group health plans?

The carrier? They group? An accountant? A TPA? I am trying to evaluate how those requirements will apply to full-insured groups but cannot find who actually does the testing for self-insured groups who were already subject to the requirements.

I think to your point there are multiple potential people/vendors who could probably do this. I would typically reccommend either the TPA or an independent auditor which could be a consulting group or a CPA firm.
I think "outside eyes" always add value from a second look and objectivity perspective.
