I work closely with JESS3, and I would agree that they are the top data visualization agency (I wouldn't call them an "infographic" agency, though they do produce infographics). Column5 is a solid choice for infographics as well. You should also check out visual.ly.
I've seen PR firms begin to fold data visualization (primarily infographics) services into their offerings. LEWIS PR is one I know of that does that. I imagine there are others (if I ran a PR firm, I'd hire myself a great designer and expand my positioning). There are several independents out there as well. I believe a company like Hunch.com is really smart when it comes to data viz -- they produce bite-sized graphics, which are to larger infographics what a tweet is to a blog post. Really smart. I think they do them in-house, but they could have a partner. Lastly, I keep an Xmarks folder containing all data viz examples that impress me. Should I ever need another partner, I'll review the samples and contact the publisher to find out who produced the image. Good luck!
