Chris, there are many different vendors approaching different industry markets and company sizes. In addition, some vendors offer primarily a traditional on premise software license while others offer a SaaS solution.
For example, my company Thrive Technologies delivers a SaaS solution to midsized distribution and retail companies, and I like to think we do a pretty good job.
So the answer to your question will be different depending on the profile of the company that would be using the forecasting system.

This question needs a few more facts like size of company, vertical, types of products, etc. However I have had exp with several different applications and if you are looking for the best "stand alone" Forcasting application I would recommend JDA (Manugistics Demand Planning)
The reasons are:
1. Very user friendly and front end customizable
2. Short implementation time due to just needing to import demand history/new SKU's (DFU)and export forecast.
3. Differnt forecast model types for different product types or life cyles.
4. Ability to forecast by exception management

I would agree in part, the size of the customer and the delivery model (onsite vs SaaS) has a lot to do with the price the software vendor might charge.
Another question might be how do you want to use the forecast, what system(s) will the forecast need to support and what systems will forecast system need to provide you.
If those question draw answers that support your needs, then the next question might surround how the software vendor forcasts your type of products and what are the number of product/ locations you need to forecast, the regularity of forecast review and, in todays market of instant notice via smart phones, does the software vendor provide online, live collaboration with your manufacturing and supply chain partners.
The last questions surround cost and support; do you plan on your IT to manage the software in house and become somewhat supply chain knowledgeable or do you plan to have the supply chain software vendor support, manage and update the software in a Software as Service model.
