In my experience I have seen various options for the ERP champion are:

1. Young enthusiastic manager, backed by senior management (works best - energy + experience)
2. External consultant, aided by a junior manager
3. IT manager - if the company has one - and this is usually the worst idea as IT heads are not tuned to functional requirements.
4. Senior management (usually the owner in an SMB) - this is also a typically bad option, as the senior manager has other responsibilities and may not have the energy an ERP requires

The worst case is to be managed by IT manager, because the ignorance of functional and operational requirements.

The best case (rarely applied) is to be managed by operations senior management backed by external or internal expert consultants.

i have worked both as a consultant and director of operations, on both occassions i have witnessed how erp implementation is not done correctly the first time because no one likes to own the task. if you have a senior manager that has operations & IT acumen, with a very strong understanding of the company's supply chain, inventory control, finance, and process improvement - this person should be your asset for managing erp solutions. otherwise, get an outside consultant that have these expertise. this could take between 6 months for assessment and another 6 - 12 for implementation.
