Would you hire a payroll outsourcing advisor?

I've worked in the HR/payroll industry for years and was laid off from my job a few months ago. Job hunting is tough, so I am considering going into business for myself as a payroll outsourcing advisor. Essentially I'd meed with companies, assess their HR needs and determine whether or not outsourcing is a good option for them. If they wanted, I could even help them select a company. Would you hire a payroll outsourcing advisor to help with your company? Do you think these services are necessary?
