IT decides. Business drives the requirements, HR is involved in policy for use of devices and apps, CISO approves the network access and data deployment and IT owns it for support. Also interesting in this question is who budgets for it? more

I think you're approaching it the wrong way - you should first determine which ERP solutions have or can provide (through add ons, customization, etc) the functionality you need, and only then look at the price.
