Free Consulting is a good idea. I read a section from a marketing article by Charlie Cook (I learned about Charlie from Brian Tracy), and Charlie explained that in this economy you must offer your prospects something free, before prospects can buy from you.

Why would you opt to recruit internally over outside recruitment?

It's always better to try to hire internally first for a few reasons:
1. It's good to see that employees can grow/move within an organization
2. An internal candidate will already be familiar with the company, culture, and should be able to hit the ground running
