Part of this might depend on how you define mentions and what is contained within a retweet.
I see four distinct categories of these:
@ mentions
Brand mentions
Standard Retweets
Trackable Retweets
With two variations for each:
Active voice
Passive voice
@mention

Retweets aren't a stand-alone event on Twitter; they are usually part of a larger connection between two people. That's why you'll see some people retweeting the same people regularly, and conversations happening between them on a regular basis.

I try to periodically do group thanks, maybe once a week or so, rather than individual thanks, which can create too much noise.

1) You see value in the tweet for others.
2) You don't modify the original tweet.
3) You use it with care and thought, and not too frequent.
