What is meant by proactive and reactive content in social media?

This is a very interesting question. I personally learned a lot about reactive content from David Meerman Scott at the Focus Interactive Summit: http://www.focus.com/webcasts/interactive-summit/progressive-b2b-marketing/.
By the way, I am not sure he would call it reactive content as much as "real time".
